Arektu jodi explain kori- mone koren amra akta folder a onekgulo html and css file rakhlam. tahole amar html file ti kon css file ke follow korbe?

that means your css file and the html file are in same path

<link rel="stylesheet" type="text/css" href="css/style.css">
that means your css file is under css folder
